Position:                   Company Secretary

Reporting to:           Chairperson of the NFVF Council

                                  Chief Executive Officer (Administrative reporting line)  

Duration:                  5 year fixed term contract

Job Purpose:

The main purpose of the Company Secretary role is to ensure that the NFVF operates in accordance with legal and governance requirements as well as best practice. The role is further responsible for ensuring that the administrative requirements of the Council have been fulfilled, and that meetings are conducted in accordance with legislative requirements.


Qualification & Experience:

  • Degree in Legal/Governance or equivalent;
  • 5+ years’ experience in a legal advisory capacity;
  • 3+ years’ experience in administration/coordination;
  • CIS Certification would be an advantage;• Public Sector experience an added advantage.



Requirements:

  • Provide Council Members and Council Committees with guidance about their roles, responsibilities, and power;
  • Advise Council Members and Council Committees on any laws and guidelines relevant to/ affecting public entities that the NFVF must comply with (including amendments to legislation);
  • Report to Council members any failure on the part of the company or a director to comply with the applicable legislation;.
  • Distribute NFVF’s annual financial statements to relevant stakeholders as per National Treasury regulations and/or Ministerial directives;
  • Certify in the company’s annual financial statements whether the company has filed required returns and notices in terms of applicable legislation, and whether all such returns and notices appear to be true, correct and up to date;
  • Conduct the induction, orientation, ongoing training and education of Council Members and Council Committees;
  • Conduct the annual evaluation of the Council with the relevant members for submission to the Executive Authority;
  • Manage and coordinate Council administrative and logistical requirements;
  • Manage the overall company secretary and administrative functions not limited to report writing/minute taking;
  • Ensure effective communication and engagement between the Council and its stakeholders;
  • In partnership with the chairperson and individual members, ensure that the Council is properly capacitated and effective;
  • Ensure that Council and Council Committees’ charters and terms of reference are updated;
  • Conduct quality assurance and circulate meeting documents for Council and Council Committees;  
  • Draft annual work plans in consultation with the Chairperson of the Council;
  • Communicate meeting dates and times with relevant stakeholders;
  • Finalise agendas of meetings with the Chairperson of Council and/or Committees;
  • Compile and distribute meeting packs to members timeously;
  • Compile registers for all meetings for Council and Council Committees;
  • Compile and maintain a register of matters arising for Council and Council Committees;
  • Maintain a register of minutes of all meetings for Council and Council Committees;
  • Draft and send official communication to the Executive Authority and other stakeholders as and when required by the Council;
  • Prepare Council summaries for Executive Authority meetings;
  • Maintain a register of official Council requests to the management team;
  • Record proceedings of the Council and Council Committee meetings;
  • Draft minutes of the meetings with the Council and Council Committee, obtain approval from Chairperson and distribute minutes timeously to all members and relevant stakeholders;
  • Draft terms of reference for additional expertise in consultation with the Council;
  • Any other relevant functions as required.

Position:                   Production and Development Manager – Non-Fiction (Temp)

Reporting to:            Head of Department: Industry Development

The Production and Development Manager – Non-Fiction will manage, monitor and evaluate all non-fiction and special projects in development and production from conception to completion.

 

Qualifications & Experience:

 

  • Post Graduate in Film or Audio Visual and TV Production or BA in Journalism/English.
  • Microsoft Office (Excel, Word, Outlook and PowerPoint).
  • 5-8 years’ experience in production management, scriptwriting, editing or broadcasting.
  • 2 years of managerial experience.
  • Experience in Project Management is an advantage.
  • Knowledge of the film industry (prerequisite).
  • Knowledge and experience of audience consumption and trends.

 

Key Responsibilities:

  • Implement the NFVF strategy for production and development (Non-Fiction and Animation).
  • Project planning for development and production.
  • Oversee the contracting and budget management functions.
  • Consult, guide, monitor and provide feedback on project deliverables for development (non-fictional, animation and special projects).
  • Monitor and provide feedback on project deliverables for production and post - production (non-fictional, animation and special projects).
  • Managing the stakeholder relations function.
  • Compiling and presenting reports.
  • Managing staff.

Position:                   Chief Financial Officer

 

Reporting to:           5 - Year fixed term contract reporting to Chief Executive Officer

The Chief Financial Officer will develop and oversee the implementation of the financial processes and systems, ensuring effective financial management of the National Film and Video Foundation in line with PMFA and Treasury Regulations.

 Qualifications:

  • Minimum BCom Hons with articles, preferably CA(SA)
  • Membership to a desirable professional association e.g., SAICA
  • +/-15 years’ experience in Finance & Auditing with minimum 5 years at Senior Management level

 

Key Responsibilities:

Demonstrated skills, knowledge, and experience in the following:

  • Conduct annual strategic planning of finance according to the Medium-Term Expenditure Framework (MTEF)
  • Develop financial strategy and give input into the organisational strategy
    • Oversee and lead in the development and monitoring of the implementation of finance policies and procedures in line with PFMA and Treasury Regulations to ensure compliance
    • Develop and implement a fundraising strategy to raise additional funding together with the Marketing and Production departments
    • Develop, implement, and maintain the financial systems of the organisation
  • Prepare all aspects of the annual operating budget and Annul Financial Statements in accordance with Generally Recognized Accounting Principle (GRAP)
  • Manage internal controls and establish and maintain a risk management system
  • Manage the submission of monthly, quarterly, and annual financial reports
  • Manage annual external audits and dealing with the Auditor General (AG)
  • Manage the Supply Chain Management of the organisation to comply with Treasury Regulations
  • Provide reports to the CEO, Audit Committee and NFVF Council
    • Provide support to internal stakeholders i.e., NFVF Employees; Audit Committee; NFVF Council and Internal Auditors
    • Provide support to key external stakeholders i.e., Department of Arts and Culture (DAC); Auditor General (AG) and the South African Film Industry
    • Manage staff and administer performance management for all direct reports

 

Requirements:

  • Must have sound financial management, strategic leadership, budget, and treasury experience
  • Must have good knowledge of the Public Finance Management Act (PFMA), the Preferential Procurement Policy Framework Act (PPPFA), National Treasury guidelines as well as other relevant prescripts within the public sector
  • In depth knowledge of risk management practice
  • Practical knowledge of the auditing environment will be an added advantage
  • Knowledge and experience the film industry would be an added advantage

Position:                   2x Desktop Engineers (Temp)

Reporting to:            IT Manager

Job Ref:                     RECR/DE/001

The Temp Desktop Engineers will ensure that computer hardware and software, as well as networks and servers work consistently and correcty. Will also be tasked to configure ICT infrastructure, ICT documentation and provide assistance to end users.

Qualifications & Experience:

  • IT Diploma\IT Degree a requirement
  • A+, N+, MCSA / MSCE
  • A minimum of three years’ desktop support experience
  •  At least two years’ of that should include server support and maintenance experience
  • Windows Server 2016 and System Center Suite knowledge advantageous
  • Excellent understanding of Windows Event logs and how to identify problems
  • Knowledge of backup solutions like Veeam, Windows Backup, DPM and similar applications (configuration, use and troubleshooting)
  • Experience with remote support applications and technique (e.g. VPN, RDP and Any Desk)
  • Working knowledge of Active Directory administration: creating user accounts, resetting passwords, disabling and deleting users
  • Experience with server maintenance and health checks on Windows Server
  • Experience with the configuration and administration of Office 365 & Exchange
  • Experience with logging and following up calls with external suppliers and service providers
  • Excellent knowledge of hardware components and hardware troubleshooting procedures (desktop and server)
  • Working knowledge of server hardware systems such as RAID
  • Excellent knowledge of Microsoft desktop operating systems and desktop software
  • Good working knowledge of all Microsoft Office applications e.g. Word, Outlook and Excel,
  • Good knowledge of TCP\IP networking is required
  • Good knowledge of server software and systems
  • Experience with configuring routers and wireless access points
  • Must have the ability to work after hours (on short notice) when required

  • Respond to and resolve support calls
  • Respond to and resolve support calls via remote connection (desktop and server)
  • Assist end-users telephonically
  • Remote administration of servers and workstations
  • Compile desktop and server configuration documentation
  • Execute orders and follow up service and repairs with external suppliers
  • Identify possible risks or problems and escalate to IT Manager.

Position:                   Finance and Audit Specialist Manager (Temp)

Reporting to:            Chief Financial Officer (CFO)

Job Ref:                     RECR/FASM/001

The Temp Finance and Audit Specialist Manager will work under the supervision of CFO and work closely with core divisions. The main task is to analyse and understand the Auditor-General (AG) Qualification matter including audit findings relating to the Annual Financial Statements (AG Audit Report and Management Reports including Internal Audit Reports); develop and implement an action plan to clean-up the qualification from prior years to current including detail review and action plan on all AFS related findings in line with NFVF policies and GRAP accounting standards. In addition, new improved internal controls and processes will be a key deliverable.

 

Qualifications & Experience:

  • Bachelor's Degree in Accounting, preferrable Honours in Accounting
  • 3 years Auditing Articles with a Recognised/Registered Auditing Firm
  • Accounting and Auditing experience of 10 years combined with at least 5 years in Finance Management Supervisory positions and with experience of undergoing an external audit
  • The Finance & Audit Specialist must have extensive financial management and auditing skills experience including understanding of public sector entities.

Key Responsibilities:

  • Fully Analyse and Understand the Auditor General (AG) & Internal Audit Reports and outcomes (both the Qualification and all audit Findings related to Annual Financial Statements)
  • Core understanding and practical experience of managing / practical overseeing AG external audits
  • Extensive experience and knowledge of Financial Statements preparation and its preparation processes (from individual transactions to General Ledger to Trial Balance)
  • Extensive experience and knowledge of Pastel Accounting System bot for Accounting and Fixed Assets Modules

  • Extensive knowledge of GRAP Accounting standards
  • Extensive knowledge of Accounting Policies
